Ministers will no longer be selected from the members of parliament. Instead a meritocracy system will be used whereby the prime minister selects the most senior individuals in their field to fill the position. For example, instead of a Minister of Justice his duties would be taken over by the Chief Justice. Any minister chosen must be subject to a confirmation hearing where s/he is questioned by members of parliament about his/her competencies after which s/he will be voted on.
