I request that a separate chapter is added to the Constitution specifically dealing with the protection of Malta’s heritage, environment, archaeology and historic landscapes, in such a way that this protection is ensured and enforceable by the necessary structures, administrative resources and effective legal remedies. At the least, Section 21 should definitely be amended to state that ‘it shall be the duty (not aim) of the State to apply these principles in making laws’. It should be the duty of the State to enact primary legislation that protects the full richness of our cultural heritage, including significance and including private and public property.
