Charles Cilia

The President should no longer be appointed by the Prime Minister but by the people.
I suggest that the incumbent President just before the end of his/her term in office, accept nominations from would-be future presidents. Each nomination has to be seconded by a retired judge or magistrate.
The incumbent President will have the sole authority to choose at least two but no more than three candidates. His decision is final and does not have to give reasons for the refusals.
The selected candidates will stand for election simultaneous with but independent of the General elections.
