PROPOSED CONSTITUTIONAL AMENDMENTS

• Remove electoral divisions completely so that all of the islands of Malta (Malta, Gozo, Comino and any other island in the Maltese Archipelago) are treated as one electoral division. Ensure that this one electoral division shall not be divided between two or more electoral divisions. Amend the relevant articles in the Constitution and list these amendments as entrenched articles in Article 66 of the Constitution. Amend other relevant legislation (such as the Cap 354 General Elections Act) accordingly.

• Amend Article 52, and any other relevant article, in order to specify that the total number of the members of the House of Representatives shall be an odd number not less nineteen and not more than thirty-one. List the constitutional amendments as entrenched articles in Article 66 of the Constitution. Amend other relevant legislation accordingly.

• Amend the Constitution such that a general election shall be held at specific intervals of four years, plus or minus one month. Holding of a general election outside this interval shall be subject to approval by the votes of not less than two-thirds of all the members in the House of Representatives. List the constitutional amendments as entrenched articles in Article 66 of the Constitution. Amend other relevant legislation accordingly.

• Introduce the role of State Attorney, and amend the role of Attorney General in the Constitution. The State Attorney will have the function of an advisory to the government (legal council), whereas the Attorney General will retain only the prosecution functions.

• Amend Articles 91, and 95 to 101B, and any other relevant articles in the Constitution, such that the appointment of judges of the Superior Courts, magistrates of the Inferior Courts, the Attorney General, and the State Attorney, shall be made subject to a hearing by a committee of the House of Representatives, and final confirmation by the votes of not less than two-thirds of all the members in the House of Representatives. List the constitutional amendments as entrenched articles in Article 66 of the Constitution. Amend other relevant legislation accordingly.

• Delete Article 88 and remove any reference to Parliamentary Secretaries in the Constitution and any other affected legislation.
