the constitution should change to reflect the present situation of the many foreigners in Malta. Foreigners are most welcome so long as they abide by the laws of Malta. If a foreigner is found guilty of violating the law (rape, grievous bodily harm, murder, stealing burglary ect ect) , he/she is considered as a persona non grata and is deported after serving their sentence.
